The Bible tells us about the signs and events before the second coming of Jesus Christ. In Luke 21.15, inter alia spill out mention of the sea and the anxiety that this process will produce.
It could be the sea and natural disasters literal, but in the Bible is written in connection with the sea, as well as a symbol - the people and nations, languages Revelation of John 17.15. (Revelation of John deals with the happenings in this world at the end.)
The Bible predicts exodus of people who have anxiety?

Luke 21, 25 - The earth will be anxiety among the nations, helpless before the raging sea surf.
The sea, the water in the prophecies of the Bible symbolizes = nation, race.
Revelation of John 17.15 - Then he said: "The waters which you saw and where the prostitute sits, are peoples, and multitudes, nations and languages.
